I don't think that that's a problem.
The machine can have up to five columns, each of which can have up to
18 options/candidates. ( See the answers to Joe McCarthy's questions:
http://evoting.cs.may.ie/Documents/ResponseToQuestionnaire.txt ).

For example, this could handle a referenudm (one column) and two
elections with 36 candidates each (two columns each).

I don't know whether a column can be made up of some candidates from
one election and some from another (e.g. if there were 37 candidates in
one election and 19 in the other).
