[E-voting] Access to count centre PC

Seals are used to protect (to some extent) against unauthroised
modification of the voting machine, but is there a seal used on the
count centre PC (to prevent someone installing a modified BIOS for
example (of course, they're usually Flash RAM anyway))?
Do they make any attempt to make it inconvenient for someone to install
software on it (e.g. removing the floppy drive, the CD drive (but they
have to install the IES software) or physically disabling or preventing
access to USB and serial ports)?

Have they produced any procedures relating to storage of the voting
machine and/or the count centre PCs?
