[E-voting] Source Code

Putting source code in the public domain is of little benefit, unless 
you also put in place a mechanism to ensure that the published code is 
what has actually run. It doesn't matter what source code is used, nor 
how corrupt, erroneous or buggy it is, provided that (as with VVAT) we 
can check that it has correctly produced the results in accordance with 
the regulations.
