[E-voting] Scotland looks at E-voting

Scotland is planning to use STV for local elections in future - the
legislation is going through the Scottish parliament at the moment.
Maybe the Dept of the Environment hopes to recoup some of the costs by
renting the machines out to them?

Wales is probably going to use STV also
