The PTB report, page 22 to 23 

If you can vote on 2 ballots but you only vote on 1, the machine will
ask for confirmation that you want to abstain - basically if you press
"cast votes" after only voting in the Euro election, a message will be
displayed asking for confirmation. If you press "cast votes" again, your
vote will be stored, including a null local election vote
