[E-voting] Minimum requirement to juge voting "technology"

Obviously there must be random check.
Fraud/Bug/Fault can take place without any doubt.
Now what is the minimum % of vote/presinct/voting-place to check?
What if there is a problem... starting with wich level of discrepency we
do a full recount?
When do we make the random selection of the voting-place to check?
