Not random recounts, but there's a system in place ("Personation Officers") where candidates can have one of their agents present at the Polling Station to challenge the identity of any voter (i.e. to require them to show suitable ID to the Polling Clerk).
That's the equivalent of random re-counts - it's not 100% of course, but it certainly discourages the practice being more widespread.
