[E-voting] Minimum requirement to juge voting "technology"

Let's try first to make sure those present in the country do vote...

There are way to accomplish that...
What day do you vote?
 From what time to what time?
Is that day a day off for all?
Is it mandatory not to put that durring holidays?
Do you get your traveling paid back if you vote far from your current 
location?

Then once this is accomplish you can try to make those away capable of 
voting... but to keep it secure, the only way is to use proxy-voting. 
Postal voting and remote e-Voting are not safe. Voting at the ambasy is 
not fun nor practical...

If you know you will be away, choose a friend and give him the right to 
vote for you.
