[E-voting] Minimum requirement to juge voting "technology"

Ireland seems somewhat unusual in not allowing for voting by citizens
not present in the country. However, given the size of our diaspora,
relative to the population, this seems reasonable. In terms of those
temporarily out of the country things become more complex.
I'm currently studying in the United States, but am still a resident of
Ireland, so I am entitled to vote, if I am at home at the time of the
election. However, were I to establish residency in the United States
after I finish, at what time would I lose my entitlement to vote (if
ever) and how would that be enforced in Ireland? If proxy votes were
allowed, wouldn't there be room for those no longer resident (or who
have never been resident) to have a large influence on Irish elections
- and for certain people to have a large say through the exercise of
multiple proxy votes?
Given the narrow margin, for example, in some referendums concerning
abortion, and the possibility that the political leanings of Irish
citizens abroad deviates significantly from that of the Irish
population, I am wary about decoupling physical presence from
entitlement to vote (while making accommodation for those in the
country incapable of travelling to a polling station).
