I don't understand... (or you don't).
You just need to:
0) Optionnaly Identify yourself as MargaretMcGaley (no password)
1) Edit the page http://wiki.ael.be/index.php/ElectronicVoting
2) add the word ElectronicVotingCeoRecomendation somewhere in the list
of item
3) Save the page (with optionnal comment)
4) Click on the ? next to the wiki word ElectronicVotingCeoRecomendation
5) Edit that page and copy and past your first draft
6) Save
7) Advertise to other drafter
It's just a wiki and you are "invited" to use it.
As long as what is discuss on those page is lightly related to AEL goal
(eVoting issue beeing part of it) there is no problem in using it.
