Observers are concerned about the use of paperless electronic voting 
machines in the 2004 Presidential elections as the campaigns of President 
George W. Bush and John Kerry focus on swing states where voters are still 
undecided. Both campaigns are developing legal strategies for the 
possibility of recounts similar to those in Florida in 2000. Some are 
concerned that paperless machines could prevent recounts in such swing 
states as Florida, Ohio, and Pennsylvania. In Florida, no paper record 
existed to examine irregularities after votes were cast on touch screen 
machines in the 2002 gubernatorial primary and the March 2004 Presidential 
primary--though the 2002 general elections and August 2004 primary reported 
no problems with Florida's voting machines. Ohio has halted purchases of 
machines made by Diebold Election Systems after media published a memo from 
Diebold chief executive Walden O'Dell promising to deliver the state's 
electoral votes to Mr. Bush. Ohio counties have opted to rely on older 
punch-card systems. The swing state of Nevada received national attention 
during its primary for being the only state to use electronic machines that 
produce a paper trail. The Election Protection coalition plans to send 
observers into states that expect close elections to guard against 
potential election fraud from technological exploits and other sources.
