For another thing, a discrepancy (between electronic and paper records)
in a DRE+VVAT solution is likely to be explained away by the system
vendor as not their fault, i.e. the result of some carelessness by
voting-machine supervisors.  Until yesterday I didn't think that would
sound like a credible reason for ignoring the discrepancy, but now it's
clear that the Department is all too willing to tolerate discrepancies
without any formal reconciliation, so long as there's a
reasonable-sounding explanation for them.

I think you're right.  My personal criterion of "optical-scan, or some
other VVAT that's just as good" has finally spiralled in on optical-scan
itself.
