My response to the directive is tempered by Mr. Blackwell's own conduct 
as Secretary of State for Ohio and *simultaneously* as co-chair of the 
Bush/Cheney 2004 campaign in Ohio.

for a sample of Mr. Blackwell's attitude: he boasts about "delivering" 
the election to Bush and about declaring the result before the votes 
were counted. Reading stories about discrepencies in Ohio, and the 
Secretary of State's actions restricting election monitors and recounts, 
it seems clear that his partisan views interfered with his ability to 
run a fair election.
