I understand your point, but after the discussion with the Minister
yesterday, I'm pretty convinced we need to endorse at least one specific
solution. They (quite understandably, I think) were not willing to accept
"that's just a question of procedure". I do believe these things are a
question of procedure, but they have the idea that whatever solution we
propose, they will be able to prove it is impractical.
