[E-voting] Referendum solution

The following solution might work for a referendum:-

A voter goes to the polling station and identifies himself as usual.
The presiding officer gives the voter 2 ballot papers - one with the Yes option selected and one with the No option selected.
The voter goes to a booth and folds over the 2 ballot papers.
The voter then places one vote in a green ballot box (signifying that this is the vote they want to count).
The other vote can be placed in a red ballot box.

The ballot papers have RFID tags embedded.
At close of poll the tags in the Green box are read to determine the result. 
Not only that but the pre-printed paper ballots can be easily scanned to verify the result.
If necessary, they can also be manually counted.

Could a system like this be run for the European Constitution referendum, abandoning Nedap/Powervote?
