Has the time come to prepare for a legal challenge to the system?

There was a previous challenge to the system, by an Irish-speaker who objected to the fact that the the controls were only in English. As I recall, the Dept. persuaded him to withdraw his challenge by promising to have fully bilingual versions in future. My impression, from newspaper reports at the time, was that the Dept. would have gone to almost any length to avoid a court case.

Is there anyone with legal expertise (some future rainbow coalition Attorney General perhaps?) to give an opinion on the merits of a challenge?
