[E-voting] Referendum solution

Counting a referendum is really no big deal.
RFID are better be BAN than used for fake democracy.
A normal citizen can not read nor verify the RFID inside the 2 ballot 
paper he received.
For a citizen to trust the count he must trust the RFID was properly 
provided and the RFID reader+program is tusted.
