Uh, I don't think so.  If you believe that RFID is a technology which
you can rely on for 100% accuracy, you're deeply mistaken.

For starters, you can't read stacked rfid tags because they interfere
with each other.  You could read them one by one, but that would require
setting up a conveyor system or something equivalent, so that they could
be read individually with some physical spacing between each of them.

And apart from anything else, the current generation of passive rfid
tags are really quite fragile and can be broken very easily.

For this sort of application, I'd suggest that if things were set up
really, really well and very carefully monitored, you might be able to
get up to a 95% accuracy rate (and that's being very generous).
Clearly, this sort of figure is useless for elections.
