[E-voting] Response to the tender

It needs a fair ammount of padding, but I'm very serious about putting a
tender together at zero cost and sending it in. At the very least, it is
establishes that we provided them with the opportunity not to waste our
money. 

I'll put a start to the PDF version soon, contributions welcome!
