Yes. This is a very significant report. The idea of "software 
independence" is useful,
and it's good that the concept is finally getting some traction at the 
highest levels of government.

However, it's only a discussion draft, and was used as input to a 
meeting held on Dec 4-5.
I hope that the recommendations weren't watered down at the meeting.
