The independent Power Inquiry has produced a sizable report concerning
democracy in the UK;

http://www.powerinquiry.org/report/documents/PowertothePeople_000.pdf
http://www.powerinquiry.org/report/documents/PowertothePeople-ExecutiveSummary.pdf

Amongst the many recommendations is this;

"21. Text voting or email voting should only be considered following other
    reform of our democratic arrangements."

This section is largely in response to the old chestnut that making the
voting process easier will increase participation. While they address that
appropriately and mention security concerns it is unfortunate that they
didn't think this through - had they done they would have knocked the
entire concept on the head, IMHO.

Of course, it remains to be seen if there are any real and lasting
consequences of this report but it is interesting reading nonetheless.
