If they do update the EPROM in the Nedap machine before each election, this
provides an opportunity to tamper all machines together - only having to alter
one copy of the code.
Otherwise, the main protection against tampering of the voting machines is the
logistics of tampering with many machines. (Of course, one wouldn't have to
tamper all of them, all the machines to be tampered for a constituency would
probably be stored in the same place and one would have a few years to do the
attack).
