[E-voting] (draft) ICTE REITERATE DEMAND FOR INDEPENDENT ELECTORAL

Could someone please implement these changes, and copy the [FOR EDITORS]
info from the last press release onto the end? I've already spent too
much time on this today :)
Shall we send it tonight/in the morning?
