[E-voting] Diminished public confidence in the Nedap / Powervote system - CEV said extremely difficult to overcome

The commission had indemnity--but what about the Government?  Might 
there not have been some fears or concerns in relation to legal 
fall-out?  If so, the CEV would have known or felt this, but it is 
likely to have been as a result of off-the-record communication.
