"A range of desirable outcomes" - what does that mean?
You'd think proportionality is a desirable outcome in itself, ie.
a greater percentage of the population actually being
represented.

I don't know what's in the report, but the press-release seems
rather biased. It hints at the disadvantages of PR (coalitions)
but doesn't mention the main advantage.
