It's not entirely clear to me, they seem to have been tasked with
finding where the country can make savings of 5% from the public
budget.  They seem to be getting additional briefs, such as this
e-voting decision, as a matter of convenience. They aren't accepting
submissions per-se, but that's never stopped us before.
